The user must already registered with the old email.
The user tries to login with the new email via github oauth, flysprays
rejects the user with "Error #23: User or group not enabled for login."

Has the FS user's new email been changed/validated in FS before attempting to use Github email?

Do you know the user-name involved - I'd like to check the FS Database records.

I've send you the name via mail including his new email address.

They should have been able to do this themselves by merely logging
in direct to FS - I guess if you forgot your psw or cannot access the old
email account, then an admin will have to handle it.

No this is a problem of flyspray together with oauth. I should file a bug on the oauth plugin api.

I added a new mail address and set it to primary leading to Error #23
Today I changed primary mail back and I can login again.
Currently I have two active mail addresses in my GitHub account.
