FS#587 - no wwan with qmi based modem quectel ec20

uqmi hangs on certain commands resulting in a half-connected wwan connection.

modem: quectel ec20 / qualcom based

To me this looks more like a kernel bug. Both uqmi versions work ok with 4.4 and fail with 4.9.
