Steps to reproduce:
Setup wireless with:
Encryption "WPA2-PSK/WPA3-SAE Mixed Mode"

Encryption "WPA2-PSK/WPA3-SAE Mixed Mode"
802.11r Fast Transition: Enable (set NAS ID and Mobility Domain)
Enable key reinstallation (KRACK) countermeasures: Enable

802.11w Management Frame Protection: Disable

But after "save" this option still to "Optional"

I need to disable this for incompatibilities with Samsung LED Smart TV and Apple Ipad 4 (IOS 10.3)

With OpenWrt version 21.02.1, 802.11r does not work properly if 802.11w is enabled at the same time, either optionally or mandatorily.

In addition, the WPA3 standard requires 802.11w support on a mandatory basis. If this option gives you problems, you only have the option of using WPA2 (no WPA3 or mixed modes).
