Device problem occurs on:

ath79: CPE2xx, CPE5xx, maybe a major - think other devices too.

OpenWrt 19.07 - Steps to reproduce:

Bug is reproducible:
(for measurement did logout LuCI, then ssh & top)

Freifunk images -> after FFwizard+reboot -> CPU ~35%
-> set rssi (default: wlan0) to wlan0-dhcp2 or wlan0-mesh-2 in /etc/config/system -> CPU ~5%

Openwrt stock (19.07.7), firstboot, wifi:
-> AP disabled (default setting) -> CPU ~2%
-> AP enabled -> CPU ~4%
!!! -> AP disabled again -> CPU ~20%
-> AP enabled again -> CPU ~4%
-> AP + WWAN + Mesh -> CPU ~5%
!!! -> disabled everything (AP, WWAN, Mesh) -> CPU 15-25%
-> enabled only one AP, WWAN or Mesh -> CPU ~5%

If rssileds is disabled at boot, high CPU load doesnt occur.

top always shows /usr/sbin/rssileds 2% CPU
-> AP enabled -> 0% sys
!!! -> AP disabled -> 14% sys

top AP disabled:
-> CPU: 4% usr 14% sys 0% nic 81% idle 0% io 0% irq 0% sirq
