In order to install wireguard, wireguard-tools is required but is missing from the package repository at:
https://downloads.openwrt.org/releases/19.07.7/packages/i386_pentium4/base/

It is missing from all 19.07 builds.

It appears in the x86-64 package list, which means this must be a bug.
