This file seems to contain some kind of partial upgrade. The device is coming up and accessible, but it reports itself as 19.07.6 while using kernel 4.14.221.
Installation of all kernel related modules fail because the opkg/distfeeds.conf references to 19.07.6

I just retried with a second device and could reproduce this behavior.
Since I have some devices only accessible remotely, they automatically need to install a VPN so I can access them and the VPN is depending on having the kernel modules from the same kernel version as is running on the device (which this issue breaks), this issue prohibits upgrading my devices.
Is this issue only existing with TP-Link TL-WR842N/ND v2 or are other devices also effected?
OpenWrt 19.07 release is EOL, try to reproduce the issue with latest supported release and feel free to ask for issue reopening if the problem is still present, thanks.

This occurred to me when trying to upgrade one of my "TP-Link TL-WR842N/ND v2" from 19.07.6 to 19.07.7.
I used following file to flash through /cgi-bin/luci/admin/system/flash:
https://downloads.openwrt.org/releases/19.07.7/targets/ath79/generic/openwrt-19.07.7-ath79-generic-tplink_tl-wr842n-v2-squashfs-sysupgrade.bin
After the upload, I also checked the checksum:
