ipq40xx GL-B1300 OpenWrt snapshot

It seems that recent snapshots broke vlan isolation, I guess https://git.openwrt.org/?p=openwrt/openwrt.git;a=commit;h=9da2b567605b0964d921b9ca4f0c9886db4f636d should be responsible.

john:

we are working on DSA support give us 2 weeks. there is the crowd that want the feature set prior to my commit and that wants the QinQ support. with the current code we cant handle both. once DSA is in the tree we'll all be happy campers. allow us 2-3 weeks, well fix stuff via DSA

@john also in stable branch? well, fine with me, but new "big" features in stable branch is news to me

that's the big problem for most, that this is a regression between 19.07.3 and 19.07.4
