FS#2964 - ZyXEL Keenetic - USB port is not working in v18.06.2 and later

Name the tree/revision/version:
OpenWrt v18.06.2 and later (tested v18.06.8, master at 1fb3c003d68d3feaf797e8b64edccc9fa622d250)

Name the affected device:
ZyXEL Keenetic

What does it not do that it should do:
USB port is not working.

Steps to reproduce:
1. Build and install OpenWrt v18.06.2 or later with appropriate kmods and their dependencies:

2. Boot.

3. Insert a USB flash drive. There is no /dev/sd* device to mount, no new usb related messages in dmesg.
Just for test, plug in a USB optical mouse, LED does not light.

What you have already done to workaround/fix the problem:
On v18.06.1 USB works, files from the flash drive ara accessible, LED in USB optical mouse is on, corresponding dmesg messages appear.

Any additional info you think is important:
bootlogs with USB flash drive attached:
18.06.1-bootlog.txt - 18.06.1 (flashed)
18.06.2-bootlog.txt - 18.06.2 (initramfs-kernel loaded from tftp)
master-bootlog.txt - master (initramfs-kernel loaded from tftp)

patches to use full 8MB flash applied to install packages:
- to v18.06.x - to master

This bug looks very similar to  FS#2839 , both devices are based on Ralink RT3052.

Perhaps it can be fixed by the method proposed in bug  FS#2738 .

I built 18.06.2 and master at 91c61aae200ecf98e332482d395beda819d6a4fa for ZyXEL Keenetic with 0032-USB-dwc2-add-device_reset.patch removed as described in  FS#2738  and USB works with a USB flash drive.

 FS#2473  is about the same problem on another device based on Ralink rt305x.

USB does not work in master at 35f208da3c built with testing kernel 5.4 with or without 0032-USB-dwc2-add-device_reset.patch.
