If I build on masters by disabling IPv6 support, the Globals section in "network" config file is not created.
The problem occurs on Linksys WRT3200ACM (Rango), but I suppose it is independent of the hardware.
I am currently building on master and this is where I noticed the problem.
Download the code, update and install the packages, access menuconfig. Disable IPv6 support. Save the configuration, build and flash the
firmware on the device. Check the file /etc/config/network.
Although the Globals section contains ula_prefix, it also contains packet_steering, which is not related to IPv6 support.
The workaround is to manually create the Globals section and add the option for packet_steering.

Why do you expect the globals section to be available by default on non-IPv6 builds?
Checking the code the packet_steering network config is not created by default like the ula_prefix config.
