After sysupgrading to 19.07.0-rc2, the image kernel panics while booting up.

I strongly suspect that the kernel is too large and overwrites part of the rootfs.

From a 18.06.5 initramfs image booted with TFTP:

Sysupgrade from initramfs OpenWrt 18.06.5, r7897-9d401013fc to OpenWrt 19.07.0-rc2, r10775-db8345d8e4 worked as well.
