The problem has been confirmed on gl-inet b1300 and Asus AC58u, latest snapshot and 18.06.2.

very low ipsec throughput under normal strongswan road-warrior configuration, but performance become reasonable after installing strongswan-mod-kernel-libipsec, it means bypass kernel's ipsec stack.

It seems that its workaround is to disable CRYPTO=HW in kernel config. I think it should be merged into main branch.
