FS#2087 - netifd: no reconfiguration when "delegate" interface attribute changes

How to reproduce:

  1. Set /etc/config/network interface “delegate” flag to “0”, execute `/etc/init.d/network reload` and observe `ifstatus <network>` “delegation” attribute value.
  2. Set /etc/config/network interface “delegate” flag to “1”, execute `/etc/init.d/network reload` and observe `ifstatus <network>` “delegation” attribute value - no change.
  3. Set /etc/config/network interface “delegate” flag to “0”, execute `/etc/init.d/network reload` and observe `ifstatus <network>` “delegation” attribute value - no change.

The `ifstatus <network>` should show correct “delegation” value corresponding to the “delegate” attribute value, but it does not - no change is observed. The only way to force reload is to execute `/etc/init.d/network restart`.

Tried with OpenWrt git master.
