We finally had an edge case where fq_codel is totally the wrong thing.

I don't know how many can bus devices expect pfifo_fast, rather than noqueue. So far as I can tell the flow dissector doesn't engage, so no FQ, but can is oft blocking bus so codel can drop more often than pfifo_fast does.
