In OpenWrt trunk, the file package/network/services/dnsmasq/files/rfc6761.conf was added in commit 3a06dd6 to exclude some queries from being forwarded, it includes the lines:
server=/example/
server=/example.com/
server=/example.org/
server=/example.net/
[[https://tools.ietf.org/html/rfc6761#section-6.5|Section 6.5 of the RFC]] suggests these shouldn't be excluded from forwarding:
3. Name resolution APIs and libraries SHOULD NOT recognize example
names as special and SHOULD NOT treat them differently. Name
resolution APIs SHOULD send queries for example names to their
configured caching DNS server(s).
Caching DNS servers SHOULD NOT recognize example names as special
and SHOULD resolve them normally.
Authoritative DNS servers SHOULD NOT recognize example names as
special.
