The poweroff command doesn't bring the device down. Effectively it reboots it.

Most embedded devices cannot be powered off via software, instead the CPU is put to sleep or sent into a busy wait loop, which eventualyl triggers a hardware watchdog or reset circuit to reset the board.

This is a hardware limitation which cannot be fixed in software.
