Is this a self build? Commit 2277cd1 enabled a default for busybox flock, however this new default doesn't appear to get added if there's an existing .config.

I solved by 'make menuconfig' Base system->busybox->linux system utilities->flock Y

I've encountered the same issue a few days ago and can confirm the rootcause and solution are correct.
